- Limited spectrum leads to smaller radio cells, to support given subscriber density
- Personal Communication Systems (PCS) use lower power and smaller cells, to support higher subscriber densities
- Smaller cells lead to increased signaling for location management
- Location management allows incoming calls to be routed to mobile subscribers
- No location information is required by the network for mobile-originated calls
- For mobile-terminated calls, the mobile terminal must somehow be alerted
